South Dakota has the second lowest incidence of deaths due to drug overdoses in the United States. However, South Dakota drug overdose rates have still doubled in the last decade, according to a new report Prescription Drug Abuse: Strategies to Stop the Epidemic. The majority of these deaths are due to prescription drug abuse, which now accounts for more accidental overdose deaths each year than heroin and cocaine combined.

South Dakota is taking some steps to curb prescription drug abuse, although more could be done. The state has instituted a Prescription Drug Monitoring Program (PDMP) and passed a law to crack down on the practice of “doctor shopping”. This new law prohibits patients from withholding information about prior prescriptions from their healthcare provider. However, South Dakota does not have a physical exam requirement in place, which would require healthcare providers to physically examine patients or have a bona fide patient-physician relationship prior to prescribing a controlled substance. Forty-four states and the District of Columbia have a physical exam requirement in place. South Dakota also does not allow pharmacists to require an ID prior to dispensing a controlled substance. Finally, the state’s Medicaid plan does not have a pharmacy lock-in program, which would require individuals suspected of misusing controlled substances to use a single prescriber and pharmacy. A lock-in program is in place for 46 states and the District of Columbia.
